I created a new Esri Idea, that could help administrators outside the US:

I think, there should be a possibility to make Esri Access user-decidable. Then, administrator don't have to deal with this any more...
Because, the basic problem is to enable Esri-Access in a way that it conforms to European privacy regulations (DSGVO)...
More than 50% of all user enquiries are about this ugly Esri-Access - mainly, because they did not read my instructions. But, nevertheless, if they could activate this on their own, it would help me a lot...
