Actually just Iphone and Android devices support touch on browser applications with API Javascript, I think is needed to add the same support for Internet Explorer on touch devices, for tablets or windows phone for example.
Windows Phone gets more and more users. It would be great with support for this OS/Browser in the ArcGIS API for JavaScript. Today (version 2.8) map navigation doesn't work.
