There is a new feature in ArcGIS Api for JavaScript 4.14 => saving a web map as an item to Portal or ArcGIS Online account.
Unfortunately the saved web map does not include WMS layers previously added by users (when this ability is implemented in built application). It woudl be great if these layers would be taken into account and saved as well.
In addition, our client would also appreciate if user added data in SHP or GPX format could be save as well.
The main idea is to give a user an option to save and after a while to load the environment to save time by customizing the app again and again.
