I am working on a project that uses ArcGIS to provide an offline map server.
The system is totally offline.
I have data to serve in the form of "bundle" files of OSM Data
I need to know how to set up my ArcGIS VM to serve the data so that the Apps and systems I am using can display the ArcGIS served Maps
