I created a geocoding engine from census edge shapefiles.

How can I update with new streets? Where can I find updated data?

Your locator points to a feature class of streets; if you edit that feature class, and you want the changes to be recognized by your locator, right click on the appropriate locator icon in arc catalog and select rebuild.

Where can I find updated data?

What region are you looking for? Have you tried local governments like city, county or state gis providers?  Isn't there some streets data that ships with ArcGIS software? How current are your census edges?  have you tried to get more current data from them?

So I just need updated shape files. I need to find them.

How far is up? All the way to the top, of course.

What region? Unites States and territories.

There is street data that ships with ArcGIS, but it is older than 2010 Census data.

I need roads that were built last month. Well... I'll settle for roads with homes receiving mail.

Yeah, everybody wants them and wants them for free.  Good luck with that.  For Utah you can check the state's Automated Geographic Reference Center.
That should just about do it....

I am willing to pay for it, as long as it's current.

I'd rather get the whole country, but if it's state by state I can do that too. I made what I have by piecing together county shape files from Census.
