Is this new toolbar related to Parcel fabric?

Yes, in 10.1 there's a command on the parcel editor toolbar called "transform parcels." Select a parcel and then click the command.  This will engage the "transform parcels" toolbar. 

I guess you have to add the command at 10.0.
