Total newb needs help (building rasters)

So I'm currently in an ArcGis class at my university, and am trying to do some stuff on the side in my free time.  I have child poverty data by county and by year that I would like to display in ArcGis, yet have no idea how to achieve this.  The data is just simply excel files with county name and percent in poverty.

Any help or direction will be greatly appreciated!

When you say 'build a raster' I also guess that you are trying to display the data thematically.  I would recommend once the join is created you take the time to display the data thematically.  Here is some basic tutorial data. 



This way you can add some color and then see the 'raster' version of your polygon data.

I take it your spreadsheet does not have any coordinates in it, so the best thing you could do is use the county data from the ESRI sample data, add your spreadsheet into ArcGis with your sample data then do a join on county name to join your poverty data to your counties,
