time enabled mosaic dataset works terrific in ArcMAP, crippled in Server

we are trying to serve a time slider animation of flood depth rasters. The animation works perfectly in ArcMap, but when we look at it in AGS the time lags are over 4 seconds, or the slider advances without rendering a layer, or it just seizes on one layer while the slider moves happily along.

ESRI custom wrote the python script that creates the rasters, gdb's, and mosaic dataset. We have poured over all the Server settings we understand (and a bunch we don't). The harware is enterprise class. The network isn't an issue; acts the same off network.

At this point we're almost dead in the water and would welcome even speculation. We're wondering if the mosaic dataset interaction with the services is just inherently slow.

rasters are 16m, 825x515 32bit

we are doing a test to see if a time enabled raster catalogue time slider displays the same quirkiness

but will keep the mosaic layer (invisible) for certain other geoprocessing analyses

The raster catalog also animates fine (better than mosaic) in Map. Published to Map Service, it's not working at all, but we suspect we did something wrong.

So question2.0 is how to serve time enabled raster catalog that works in Map to Map Service.
