I would like to use Data interoperabilty for converting shape files into osm xml files, but it does't support writing to osm. Is there any other posibility, how to make this conversion in ArcGIS?
OSM writing is in the full FME 2012 product, if you already have Data Interoperability there is a cross-grade product from SAFE that will add the format at the 10.1 release, due soon:
