Rectify only allows output to file geodatabase

I am trying to rectify a TIFF image that has been georeferenced.  The Save As box will not let me choose any output - it is locked to File Geodatabase and grayed out.  If I do rectify to a geodatabase - everything works fine and I get a nice rectified image.  I can then export the image from the geodatabase to a TIFF which is a long path to what I want.

Is this how the tool is supposed to work?  Why can't I rectify directly to a TIFF image like I used to be able to do in 9.3?

It is locked on the File Geodatabase raster because the output location is set to a File Geodatabase.  Change the workspace to a file folder and then you can specify a different format.
