I have two raster data sets of irrigated areas. One is Washington State Department of Agriculture (WSDA), the other is the United States. I am looking to compare the agreement between the two data sets using a weighted sum. Right now, the data sets are not lining up well enough to accurately assess the agreement. The US data has an undefined spatial reference, so since I opened the WSDA data first, it appeared to line up. Once I zoomed in on Washington, though, I noticed matching patterns between the data that are slightly offset. I have already tried Define Projection and Snap Raster, and those didn't seem to help. Suggestions?
