Raster Cleanup not working

I have a scanned image inserted into my map.  The ArcScan toolbar recognizes my image and I can use the vectorization on the image, but I cannot get the Raster Cleanup to work.  It is completely grayed out as not even an option.  This is a jpg that I am using.  Is there only certain file types that allow for the Raster Cleanup option?
