Possible to avoid creating feature class from locator in GP? Or must use other API?

We are hoping to avoid putting 150 million records into a GDB just to get the XY, refID, and % along. Is there a way to avoid creating the feature class in GP, or do we need to go to another API to avoid that? ArcObjects IBatchGeocoding?
