Polyline to Raster - Background pixels being generated where there shouldn't be.

I will do my best to explain this issue.

I am using the Polyline to Raster tool. 

Example:
Exporting vector state highways to raster.  The process works except it is placing a pixel value where there should be "no data".  Only around the Immediate areas of vector data is being produced as "no data".

Arc 10.1 Windows 7 64 bit.  (The issue started when upgrading to 10.1 from 10.0)

Update:

The same issue of pixels values being added to the background is happening also with Polygon and point to Raster.  This makes me think it is an ArcMap setting issue?

Called ESRI Support for this.

Looks like there could be a bug with exporting vector to raster as a tiff.

Did come up with a good work around.  Export to a geodatabase then export to tiff.
