I am trying to export my map to a PDF and have all the layers in my table of contents be available to turn on and off. For some reason when i export it, the only layers that are available to turn on and off are the layers visible when i do the export. I have 2 or 3 other polygon layers that i would like to be able to turn on and off in the PDF but the only polygon layer i can turn on and off is the one that is visible when i do the export. How do i get all the other layers in my TOC to be available?
