HTML Popup Troubleshooting

Hi! I just recently started using GIS and am trying to create HTML popups within my map--I want to use it as a table of the visible fields, but the HTML tool button won't pop up even when I go the HTML popup tab on the layer properties window. Help?

The popup tool only works in Data view. It also only works on the top record of a layer with the popup tool enabled (but I believe this is the default).
