how to remove silvers and gaps after merging into one polygon ArcGIS

I want to merge multiple zip code areas into one polygon in arcgis desktop. After merged, there are multiple silvers and lines within this polygon. I tried to use "Eliminate" tool to remove the silvers and lines but didn't work.

Is there anyone knowing why this happened and how to solve this issue?
