GIS Leak Risk Model for Pipelines

I need to develop a leak risk model for pipelines based on five factors such as age of the pipeline, size of the pipeline, production flow, DEM and external exposure of the pipeline. The risk factors are based on the age of the pipeline, the older the pipeline the greater the risk of a leak; size of the pipeline, the smaller the pipeline the greater the leak risk; production flow, the lower the flow rate within the pipeline the higher the risk; wetness of the area; and elevation factor in the terrain (we are not including internal corrosion in this phase).

Since I am using ArcGIS to build the model, I would like to know if it is mandatory to develop a pipeline network. One of the constraints that I have is lack of pressure valves data to build the network. What do you think the best options would be to build the pipeline network without the valves data.

Do you also know which one is the best ArcGIS tool that I need to use to build the model?
