Do you mean that you want to export geodatabase annotation to a CAD file? DWG or DGN? This functionality is available at all license levels. How and whether you can to link from CAD to external data sources depends on which CAD platform you're using.

I'm trying to export annotion and link it to a shapefile. I am using ArcMap10.1 basic. Is thier a way to do this with a basic license? Thanks
