I can't find an answer online, so am reverting to the ESRI brain trust.
If an organisation makes their GIS data freely available to download online (ie on their website, or by email) and they don't provide license terms with the data, should the default license be
"Open Source, free unrestricted use." OR
"Unlicensed, not for distribution or re-use." OR
Something else?
Hopefully in this day and age, most data distributors will have at least applied Creative Commons licensing terms, but there will be some examples where this isn't the case.
