Cutting polygon doesn't work

I like to cut a certain polygon which exists out of many side roads. See attachment.
I can't get it happen. How do I resolve this issue?

I can't really tell from the diagram what you are cutting let alone the specific problem, but given the nature of the road polygons it's possible while you are cutting completely across a polygon at one location somewhere else the polygon remains connected.
