Create precisely sized features within a polygon shapefile

I am trying to create a rectangle-shaped feature with a specific length and width within an existing shapefile. The rectangle sits at an angle, so while entering coordinates for each vertex to achieve the specific length and width is possible, it is very time consuming and involves a lot of geometry. Is there a way I can keep the feature at its angle and enter a specific length and width for it?

Can you create the polygon first then rotate it to the angle?

Have a look of the Create Fishnet tool (Data Management toolbox - Feature Class toolset). You can create a 1 by 1 cell (rectangle) with specified width and length. You would need to convert your angle to the two opposite corner coordinates.
