convert tif into shp file

I have the tif file, is there any ways I can convert it into the shp file? please let me know.
I need to join the data on tif with the county shp file, other than join maybe there are other easy ways to do this too. Please suggest.

Use the Raster to Polygon tool under Conversion Tools\From Raster

Thanks for the directions. I tried converting but it seems the size of shp file is big and it does not convert. Is there any other ways i can accomplish my task? please advise.

Sorry, this is the only way I know.

Try creating a file geodatabase and outputting your data there. File geodatabases can hold more data than shapefiles.
