Can't Add StreetMap Premium Locators

I recently updated to the 2013 Streetmap Premium data and extracted the lox.zip file that was emailed from ESRI into the Locators folder. When I use the Address Locator Manager to add these, the folder does not show any address locators. In Windows Explorer, the folder is filled with .xml and .lox files but no .loc files.

Any help would be appreciated,

For customers purchasing either the Navteq or TomTom versions of StreetMap Premium and a North America geography license (which includes Canada, Mexico, and the United States), all the locator files from the product DVD and Esri Customer Service must be copied into the same folder on your computer for the locators to work properly for geocoding.  The locators consist of the following files:

1) From the Product DVD - *.lox and *.loc.xml files
a. For a Canada-only license or individual province license, you only need to copy the locator file names starting with �??CAN*�?? for Canada.  Note that the locator file names starting with �??CAN_USA*�?? are composite locators, which are only needed if you have purchased the entire North America geography or both Canada and United States geographies.
b. For an United States-only license or individual state license, you only need to copy the locator file names starting with �??USA�?? for the United States.
c. For Mexico locators, those locator file names starting with �??MEX*�?? are only needed when you purchase the entire North America geography license.

2) From the Product DVD - The USA_*.7z.001 and USA_*.7z.002 files
a. You only need these files if you have purchased the USA geography or an individual state geographies license.
b. You will need to make sure you have downloaded and installed the free 7-zip software first in order to extract the �??USA_*PointAddress.lox�?? file.  After downloading and installing 7-zip, select or highlight the two files at the same time and extract the file.  Make sure to move or copy the file into your folder with all of the other locator files.

3) From Esri Customer Service, you will receive a WinZip file with *.loc files, for the geography that you have purchased:
a. *_can_locs.zip �?? for a Canada-only license or individual province license (has �??CAN*�?? files only)
b. *_can_usa_locs.zip �?? for a Canada and United States license (has both �??CAN*�?? and �??USA*�?? files)
c. *_na_locs.zip �?? for a North America license (has all �??CAN*�??, �??MEX*�??, and �??USA*�?? files)
d. *_usa_locs.zip �?? for a United States-only license or individual state license (has �??USA*�?? files only)
Make sure to extract and then move or copy these files into your folder with all of the other locator files.

Individual locators consist of three files: *.lox, *.loc.xml, and *.loc.  Composite locators only consist of two files: *.loc.xml and *.loc.  Composite locators point to each individual locator in a specified hierarchy to find addresses, so the individual locator files must be present in the same location as the composite locator files.
