CAD Transformation (Rotate, Scale, Translate) in ArcGIS 10 issue

I'm trying to transform a dgn (v7) from ground to grid using a GAF. For some reason, ArcGIS 10 is not preserving the values for the Rotate, Scale, Transform option on the Tranformation tab. Are others running into this issue? Please Help!

I just talked to ESRI support, they said quote:"There happens to be a bug, NIM059884, at version 10 with the rotate, scale, translate options on the Transformation tab."

I am having the same issues with Transformation.  I looked at the known issue site , and while it is high priority, the issue was submitted in August and is still open.  Our work around has been to leave a workstation at 9.3.1 and all the CAD data we recieve, we transform on that computer and export the polylines or points to a temporary geodatabase that has not been updated.  This really isn't an acceptable long term solution, as we will need to have all our workstation on the same platform soon after the new year.

Would this bug (NIM059884) be the cause of why my AutoCAD drawings drawn 1:1 scale are showing up 12x when imported into ArcGIS? Or should I look elsewhere?

Probably not.  The work around we have found is to have the CAD drawing originator make a copy of the file and adjust the projection from "Surface to Grid."  I'm not sure what would cause a CAD drawing to show up multiple times in the same ArcMap MXD.  Perhaps you are seeing "scratch" areas that the Engineer/CAD Tech used to place shapes they copied alot?

Do you mean 12X scale? The answer lies with an inch to foot conversion. Plain Autocad's default scale is in inches. Your map may have transformed correctly but the units (feet) did not match your MXD units. If the drawing was set up in Autocad Map or Civil 3D it is likely that its units were correctly set.
Or, there were 12 views (tabs) in the original CAD drawing; not as likely a scenario.
