ArcSDE Workgroup Vs Enterprise

Hi. first of all, sorry for my english.

I would know which are differences between manage in ArcSDE workgroup and enterprise.

I am working with ArcSDE for windows (SQL Server) enterprise. But many information that I am finding is for workgroup or licenses of ArcEditor and Arcinfo. All with SQL Server Express.

Can I create  a new geodatabase from the ArcCatalog?
Can I conect with a Database Server from the ArcCatalog? I know with a geodatabase I can do.
Can I give permissions to users from the Arccatalog?

In ArcCatalog, "Database Servers" refer to workgroup installations of ArcSDE using SQL Server Express.
You can do all of those things you listed using a workgroup installation of ArcSDE - managing it all from ArcCatalog.

In ArcCatalog, "Database Connections" refer to enterprise installations of ArcSDE.
As of 10.0, you can only connect to an enterprise ArcSDE database and assign permissions to existing users.  Creating additional databases in an enterprise ArcSDE environment is currently done at the Database Server level via ArcSDE post install, or if you wanted to use sde command line.
