ArcGIS For Desktop 10.2 Advanced and PostgreSQL/PostGIS (non-Enterprise)

Newbie question - Is there a way to instantiate PostgreSQL for use with ArcGIS Desktop in a comparable way to ArcSDE Personal with SQL Express? I would like to be able to view and edit. I've been combing online resources and the bulk of topics relate to Enterprise installations.

No.  ArcGIS Server is the only way to obtain a PostgreSQL-based geodatabase.
You can, however, use Query Layers without a PG geodatabase, but editing would
have to be via SQL in an ODBC/JDBC connection.
