I have been unable to use ArcCatalog 10 to assign Privileges to ArcSDE 9.3.1 SP2 Locators.
The new ArcToolbox "Change Privileges" tool does not support Locators.
The ArcCatalog right-click context menu "Privileges" opens, but returns "Address Locator Privileges Error", "Cannot grant access to the address locator <owner.locator_name>"
I am, of course, using an ArcCat 10.0 database connection as the owner of the Locator to the ArcSDE 9.3.1 SP2 database, which is running on SQL Server 2005 SP30.
Is this a known issue? Thanks!

In ArcCatalog 9.3.1SP2, it looks the user already has privileges to the Locators in the ArcSDE 9.3.1SP2 database.  They simply do not appear in ArcCatalog 10.0
Why, ESRI, why, why why these backward incompatibility issues?!?

NIM058905 - An address locator cannot be created in an ArcSDE 9.3.1 database.

Looks like NIM059609 still won't be addressed in the next service pack...

If you are having this issue, I'd sugest contacting Tech Support and referencing the bug#.  Otherwise, it may not get addressed...
