The latest se_toolkit release bundles are available from the the Esri FTP server. I fixed a few bugs and ported to use the 10.2 'C' API, but not much is new -- the biggest changes from 10.1 were the addition of math expression evaluation classes (EXPR and CON) and a SPRINTF formatter in ASCII table processing tools (ascinfo/asc2sde/sdeupdate).
Due to the deprecation of the ArcSDE APIs at 10.2, se_toolkit is now also deprecated. I'll have more 10.2 builds, both solo and in sync with 10.2.x maintenance release(s), with binary support going back to ArcGIS 9.3.1sp2 and even 9.2sp6, but se_toolkit users are encouraged to start migrating to ArcObjects and/or Python to support tasks previously performed with comand-line utilities.
