I need a data model or source to find a town name in an unincorporated area. I have address points, but the city is by ZIP code, which is inaccurate as ZIPs can cross county and sometimes state lines. The administrative boundary DM works for most states, but many sates COUSUB is divided into council or commissioner districts, i.e. TN. I'm looking for something like CONCITY, but with 100% coverage.
I found in ArcGIS streetmap_na\StreetsUS there is are PLACENAME_R and PLACENAME_L fields, where do those come from?
