Is there a way to use URL parameters to go directly to a place in a story map, specifically a bookmark in a cascading story map?
For example, this link opens the tabbed map journal...
https://vdot.maps.arcgis.com/apps/MapSeries/index.html?appid=20b4e66b59294291af1247950e8cf667
Adding the parameter &entry=2 opens the second tab of the journal directly.
Is it possible to open the story map directly to the sharing bookmark of the second tab?

That isn't supported in Story Map Cascade. Launching a story map at a specific location in the story is only supported in Story Map Series, Journal and Tour. See this blog post for details of how it works with those three: Launch a Story Map at a specific place | ArcGIS Blog
It is something we could look at adding as an enhancement to Cascade if people think it would be useful.
You could also add it as an idea in the ArcGIS Online category of ArcGIS Ideas here on Geonet: ArcGIS Ideas
