Why I cannot save output to %scratch%geoGDB or in_memory/geoGDB when converting WFS to Feature Class?

I am trying to import a feature from a WFS to a feature class in %scratch%/geoDB or in_memory/geoDB and publish it to the arcgis map server. But I got error "Implement of this tool is invalid".
