Add the ability for Users to Specify a Rule Name and Description to the Generate ID Attribute Rule Geoprocessing Tool

The Generate ID Attribute Rule geoprocessing tool does not provide the ability for a user to specify the name for the attribute rule they are creating. 

In order to specify a name for the rule a user has to modify csv file created by the tool or edit the rule name after importing the rule as the tool just provides GenerateID as the rule name and Generate ID using Database Sequences as the rule description.
