I am currently running ArcDesktop 10.1 and am creating .PMF files for clients to use in ArcReader 10.1. I am looking to have a bubble pop to view the attribute data up like the water utilities operations dashboard, when you click on a feature. Is this possible with either product that I have? Can another product do this? or Some other software? Can you change the transparency of the bubble that pops up, if it is possible? Also, the water utility operations dashboard has buildings in the base map, is that a public layer for anywhere in the United States? Where could I obtain that?
