Hyperlink in excel that will open ArcReader zoomed to a location.

I there a way to create a hyperlink in excel that will open Arcreader and zoom to that location?
Is there any tool that would do this in any esri product? ie (//publishedmap.pmf lat, long, zoomscale)
I need an offline solution and online solution.
