Georeferenced Rasters not Appearing

I have ArcMap 10 with a temporary Publisher licenses.  When I publish my map and load it into ArcReader, all the rasters I georeferenced that I have overlaying the shapes (I have polygon and point layers) do not appear when I activate them.  I can "zoom to layer" on them and it takes me to where they should be, but nothing is there.  Sometimes I get a little tear and can see the bottom 5% of the image, but the rest is transparent.  I have other tiff rasters that I downloaded off the internet (elevation rasters etc) and those draw properly.

Does ArcReader have issues with rasters that were georeferenced in ArcMap?

I have found out that if I package the pmf file and it's data, the georeferenced maps work perfectly.  Is it a problem that I'm loading the maps from a network server?

I've put georeferenced rasters - created in ArcMap - into my PMF and they appear perfectly. But I have placed them in the same folder, on a network drive, where the PMF is located. They are only about 1.5mb each. Maybe the size and location are contributing factors?

It appears that 10% of the georeferenced maps will work and size does not seem to be a reason (almost all maps re under 2-3MB).  All the maps are on the network, even the ones that work.  I will try saving the maps locally with a stored relative path and see if that fixes anything (though I do not wish to have to do so for every published map).
