ArcReader 9.3-Zoom Tool Issue (Cannot drag a box to zoom on pmf)

Hi all,

Does anybody have an idea why I cannot use the basic 'Zoom In' tool to click and drag to create a box to which to zoom.

Yes, I noticed that I could not use the zoom tools in 9.3.1 after saving a copy of the MXD from Arc 10.  Even after renaming the document the tools do not work.  Also, Zoom To Selected cannot be used on layers in the ToC.
