I'm not sure that I understand what you are saying here, but I see some things in your statement.
Offset command give you an offset of number of feet, meters, etc. from your current location to your ping location. ArcPad will move the point on your map.
Perhaps you are having bluetooth connection issue.
ArcPad will move the point in the distance and direction provided by the LaserAce. If you are talking about GPS offset from reference point "A" you do not need the LaserAce for this function. That is offset from a line feature and you chose the distance and side in ArcPad.
