Lookup table to axf/apm

Its seems the only way I can get a table to export to ArcPAd axf/apm file is if its related to a feature class. I need to bring a table out to be used as a lookup table. 

When a combox changes I use this table to populate other controls on the form

How can I get this lookup table in the axf/apm?

Anyone doing this?  Using a lookup table....
.txt, .dbf, related table?????
Can this be done in ArcPad 10?
I have tried to create a relationship class to a dummy feature class adn bring that in but I dont have every instance of the lookup table in the feature class so they dont all make it...and its a many to one
