I am new to ArcPad 10 (upgraded from 9), and don't understand when I want to check out data from my geodbase what the difference is between "checkout for disconnected editing" and "export as background data (to AXF Layer/make editable".  In version 9, it always checked out to an AXF file.  What is this new "disconnected editing"?

Background layers cannot be checked back in, even if they are made "editable". You will need to checkout for disconnected editing if you are collecting new features or editing existing features/attributes in the field.
