Can you upload a project created for ArcGIS collector into ArcPad from ArcGIS online??

Quite the question.  My gut feeling is no to all of it.  Technology and programing languages are different for all, and I doubt that Esri will create a conversion between Collector and ArcPad.    But, I can't speak as to what Esri has in store for ArcPad.  I just hope it doesn't go away, since in my opinion, there isn't a replacement for all the things it can do with customization.

It depends on your definition of 'project'...

If you are using Collector to add features to a feature service, you can absolutely, 100% edit the same feature service using ArcPad: ArcPad Help

ArcPad is not able to use your pop-up definitions - but you will get a set of default ArcPad forms that you can customize to your hearts content You will still have the option to sync your edits back to the feature service in the field, or store edits locally.

So yes, you can edit the same data with both products - it will just be preparing the projects for the field that will be different.
