ArcPad Service - Failing to Start

Am trying to create an ArcPad Service and the following error shows up.

Server object instance creation failed on all SOC machines
Server Object instance creation failed on machine xxxxxx

My GIS Server is running ArcGIS Server Enterprise Advanced 9.3.1
??? On my GIS Server I have installed on it ArcGIS Server ArcPad 8.0 Extension SP1
??? I am running ArcGIS Desktop 9.3.1
??? My database server is on a different machine and is running SQL Server Enterprise 2005 and ArcSDE 9.3.1

NB: Ordinary map services are working well.

What could be the solution to my problem?

This sounds like a problem that I encountered. I was trying to create the service within a subfolder on the server.
Check out this KB article http://resources.arcgis.com/content/kbase?fa=articleShow&d=37251

Near the bottom is a bullet point that say "For ArcPad 8.0 Service Pack 1, is a limitation in that services should not be published under a subfolder."

I created my service at the root level and things worked as expected.
