ARCPAD 8 install with windows 7.

After installing ARCPAD 8 on Windows 7, I get the error "The Program can't start because CEUTIL.dll is missing from your computer.  Try reinstalling the program to fix this problem"  when launching ArcPad Studio.  I tried the reinstall but that did not help.
