"cabhead" application failure in tutorial for 8.0

I am trying to get our mobile device up and running and while attempting to work through the ArcPad tutorials (using ESRI supplied data etc.) I ran into the following error while extracting data in ArcMap using the "Get Data for ArcPad" tool in the "ArcPad Data Manager" toolbar:

C:\Program Files\ArcPad 8.0\Desktop Tools\cabhead
This application failed to start because the application configuration is incorrect. Reinstalling the applicatio may fix this problem.

I have reinstalled twice and still get the same message. Has anyone else had this problem? What am I missing? I am using ArcPad 8.0 on a Windows XP Professional machine (service pack 3) with Active Sync 4.5.0.
