script, that will create/ split a large point shp file into different smaller files

Hello,

I am trying to develop a script, that will create/ split a large point shp file into different smaller files.

The script requires;

1. Input SHP file
2. Workspace
3. Number of users

Apparently the script generates error while creating new shp files.

Any help will be great.

Sample shp and script files are attached.
