Reverse zoom in/out in a standalone application

I would like to reverse the zoom in/out functionality when scrolling the mouse wheel and pinching (tablet). I have a standalone C#/WinForms application that uses ArcEngine 10.1 SP1 and ArcObjects to display a MapControl, Toolbar, and TOC. I know how to set this functionality in the ArcMap Desktop (via the Options menu), but is there a way to set this preference programmatically?
