New to ARCGIS development

I am new to development ARCGIS. Is it possible to develop interfaces in java without ARCGIS Engine? I know I can develop scripts in python but I am not sure about interfaces in java without ARCGIS Engine.

If you have ArcView, ArcEditor or ArcInfo, then you have some version of ArcEngine.

Can you be more specific about what you are trying to do?
