Missing features when installing ArcObjects SDK for the Microsoft .NET Framework 10.8

When I installed ArcObjects SDK for the Microsoft .NET Framework 10.8 on machine1, it contained items for Visual Studio 2017:
When I attempt to install on machine2, this is all I see:
Both machines have Visual Studio 2017 Enterprise licensed. Both have ArcGIS 10.8.2 installed. The only difference between the machines is that machine1 is Windows 10 and machine2 is Windows 11.
Anyone every experience not seeing the SDK tools during installation? Thanks
