When the first vertex moved, the event 'IEditEvents2.OnVertexMoved' is not triggered.
Steps:
1. move the first vertex, the event is triggered
2. move the other vertex (not first) or edit others polygons and move the vertex (not first), the event is triggered
3. again move the first vertex, and from this step the event is not triggered, when the first vertex is moved
