Create a 9.3 FGDB from v10 ArcObjects?

Is there a way to programmatically create a 9.3 compatible file geodatabase using arcobjects v10 from .net or vba?

Use the CreateFileGDB_management  GP tool.
It has a out_version parameter that should be 9.3 in your case.
